 Ingredients:
– 1 lb (450 g) ground beef
– 1 onion, finely chopped
– 2 cloves garlic, minced
– 1 red bell pepper, diced
– 1 can (14 oz) diced tomatoes
– 1 can (6 oz) tomato paste
– 1 cup beef broth
– 1 tsp dried oregano
– 1 tsp dried basil
– Salt and pepper to taste
– 2 cups dry pasta (elbow macaroni or any other short pasta)
– Sour cream for topping
– Fresh parsley or cilantro, chopped for garnish

Instructions:

1. **Cook the Pasta:**
– In a large pot of boiling salted water, cook the pasta according to package instructions until al dente. Drain and set aside.

2. **Prepare the Meat Sauce:**
– In a large skillet, cook the ground beef over medium-high heat until browned. Drain any excess fat.
– Add the chopped onion and cook until softened, about 5 minutes.
– Stir in the minced garlic and cook for another minute.
– Add the diced red bell pepper and cook until softened, about 5 minutes.
– Stir in the diced tomatoes, tomato paste, and beef broth. Mix well.
– Season with dried oregano, dried basil, salt, and pepper.
– Bring the sauce to a simmer and cook for about 20 minutes, stirring occasionally, until the sauce has thickened.

3. **Combine Pasta and Sauce:**
– Add the cooked pasta to the skillet with the meat sauce and stir to combine. Cook for an additional 2-3 minutes to let the flavors meld together.

4. **Serve:**
– Serve the pasta in bowls, topped with a dollop of sour cream and a sprinkle of chopped fresh parsley or cilantro.
